A really good first telescope for an amateur to observe the planets would be the Meade ETX-80AT. It is a computerized telescope which would let you find the planets easily. A friend bought one and loves it for seeing Jupiter and Saturn including its rings. It is $299 and includes an eyepiece.

If that is too much or you don't need a computerized telescope you can find ones at department stores like Wal-Mart or camera stores. Buy by the size of the aperture (the size of the front lens), not by the power advertised. All you need to observe planets is around 100x so a good 80mm or 90mm refractor would allow you to see a lot of detail in the larger planets.
