A notory public is a person that can witness your signature on legal documents, they have nothing to do with marrying people. A Justice of the peace or a preacher is who you would see to get married.

A Notary Public can not perform marriage ceremonies in any state.

No they do not. you have to be married by someone licensed to marry. If the notary is Licensed then yes. But more times not. Judge, priest, Ships captain. Or alternative religious leader who is recognized. Did they sign wedding certificate and did they register them at city hall. They must register it at city hall to be legal.

Nope, the only function a notary can do is attest that it's you've that have signed a document. Beyond that they have no power.

Call your local courthouse. While running a promo for a radio station in Tn. we called to check on doing a mass wedding for valentines day. We discovered that ANYONE can preform a wedding ceremony as long as they are willing to testify in court if the wedding is challenged.
