First of all, it's really no big deal. What has happened is when your mom got her blood drawn and everything was done they didnt hold pressure long enough so what happen was the blood basically came out under her skin until it stopped. Now what your seeing is a bruise forming from the blood under the skin. If it hurts she can ice it other wise there is really nothing you can do except let it be and it will go back to the normal way in a week or 2.

The bluish color is blood under the skin. Eventually it will turn green, yellow then finally will go away on its own....like a bruise. Unless the bleed is in the same area as the blood draw, they are probably unrelated. The most common cause of such discolorations is a ruptured blood vessel. It is usually the result of trauma. If the discoloration is near the site where they took blood, then she should probably see a doctor to have her blood checked for clotting factor. Note that aspirin use causes your blood to thin. So, if she had aspirin between the time she gave blood and the "bruise" on her hand, then that is a likely cause.

if the blood was drawn a week ago and the finger is just now turning colors they are probably not related. Sounds like a bruise or an injury. It should clear up on it's own, but if not better soon go to the doctor. Is it painful? Was the blood drawn close to that finger?

If possible, I would have your mom go to the ER. If this had happened a couple of days after bloodwork, I would not be worried. It seems like a long time to have something bleeding in there. Many drugs cause excessive bleeding ex. Warfarin, etc. I really would contact a doctor, because this seems excessive. How you describe as bluish also is worrying. Depending on how I am reading your description, this could be a lack of blood/oxygen to extremities. Please consult medical advise!

Is there a lump present? If so, it'll go away in time.
Is it like a bruise? Just takes time to go away.
The best thing to do is rest the area; try not to bump it.
If the finger is cold, get to the hospital

If the area feels hot or burns or is painful, I would go the the doctor, urgent care or ER. Sounds like it may have become infected.
