We crossed the border from Jax, FL to get married on a whim. What a great idea. It's a year and change later, neither of us are GA residents, and it's a done deal. I'm back in FL, she's in Europe, where do I begin?

You would actually get divorced in Florida because that is where you are a resident now. And you most likely meet the Florida residency requirements.

All you would have to do is file for divorce and have your wife served... although that could be a problem since she is out of the country.

Is there any reason you have to get divorced in GA? File where you currently live, or, if you have to get it done in GA, you'll have to move to GA, and then establish residency. Can take 6 months to 1 year, depending on state laws. I'd just file in FL, but that's me.

I'm actually in GA, you will have to have residency established in your county for at least 6 months before you can file here. So you will have to file in Florida probably by notice of publication if you don't know where she is or how to contact her.
