I have or rather had the exact same problem. Except in my case I own a condo with a renting tenant downstairs. First document each instance with time, date, duration, brief description of what sort of music and describe if walls, floors or furniture is vibrating/shaking. I tried to record the music but it was mostly low frequency vibrations coming from the walls and floors which would not record. If you feel safe about notifying your neighbor that his/her music is a disturbance then I would recommend trying this before calling the police - you could do it in person or use a letter. Be kind and polite but persistent. Make sure to document each instance in your records and record their response. If your neighbor continues to create problems write a letter and attach your documentation to the landlord and the property management company. If it still persists after they have addressed your concerns, then call the police and show them your letters and documentation. I did this after confronting my neighbor several times. He would blast the volume on his television or stereo at various times during the day - each time I went to his door he was intoxicated (slurring his words) and irrational. I gave a letter and documentation to the property managment company who forwarded it to the owner of the unit - quiet ever since. In my case, our property management company will fine the owner for each instance after a warning letter. If it continues without success I would contact your landlord and ask to be released from the lease/rental agreement and give him all the documentation to prove your case. Just remember to document everything. Good luck.

First call the apartment manager and make him respond to it now. Then if that does not work, call the police. They will get the message one way or another.
PS, have you tried going down there first and just asking politely? Sometimes this works the best, and they won't be angry with you for calling the cops.

Absolutely. This would constitute disturbing the peace. Police would likely respond, and it the behavior continued they could be ticketed and fined.

it's better to either talk to your neighbor or your landlord first, but yes, you can call the police and report your neighbors for nuisance
