Canada is a separate country and it has its own diplomatic vision. Thus, it need not agree with what the US always do.

Diplomacy dictates Canada's foreign policy. Canada is not interested in creating wars. They are well loved and well respected for their ability to work with other nations to address human rights concerns without resulting in violence.
The USA is as of right acting as the world police trying to enforce their ideology on the rest of the world by way of gun point democracy.
