When you set up your Item Description, you will eventually come to the Shipping area. Just designate or select what countries you'll ship to, or select Worldwide which would cover the entire world. When your listing posts, this information will show up near the bottom of it for your prospective bidders to see where you will sell to and ship to.

It is up to the bidder/buyer to read it to see if they qualify to bid on your item. For instance, if you don't ship to Japan and someone from Tokyo bids anyway, you don't have to honor that transaction, since you don't ship to Japan.

There's a drop down box in the shipping area of the listing. You can choose your shipping options there.

Or just write in your listing that you'll ship worldwide and ask that International buyers e-mail you with their shipping info for a rate. Then you can go to usps.com and calculate it.

Well it all depends where you want to say that you will ship to, if you cant ship to canada your oviously not gunna choose that. to my knowlage you can choose mulitpul countrys
