it knocked out cable, phone and internet for the whole block. They are trying to fix it now. He didn't didn't call them ahead of time to mark their cable.

I would say it's a matter of when you knew his license was expired. Then I would say you'd better put a lien against him for the repairs or the cost and, then if they come after you, you can say you just found out and are going after him. He is your responsibility.

Everyone digging should have call for free service that detects cables and other items underground... You need to check with cable company to make sure your not the one they are going to send the bill to.. In short you are responsible for everything that happens on your property, damage caused by workers you have employed., injuries to workers, etc... Make sure when you have work done by people or contractors you get a lien release upon completion of work

Was the contractor and the cable on your property or the public right-of-way. If he took out the whole block it sounds as if he was on the public right-of-way. That could effect the liability for damages.

If the contractor robbed a bank are you responsible? He is the bank robber. He is at fault here too. His contractor insurance should cover it and if he doesn't have that, he gets a fine from the city for operating without a license and other stuff.
