Get a cool mist humidifier. Then get some vaseline lip therapy. Turn on humidifier, put on the vaseline so your lips won't chap and sleep propped up. The humidifier will help w/the chapped lips as well as the bleeding (assuming the bleeding is coming from irritation related to the cold.)

Go see a doctor tomorrow to make sure it's nothing worse.

Stay in bed,
keep your head/neck/chest warm (put on a cap and scarf every time you get out of bed),
avoid drafts (not the Bill Clinton way--Canada's COLD),
drink PLENTY of fluids,
blow your nose occasionally (try not to bleed to death),
use chapstick or equivalent for your lips,
use the bathroom as often as you can,
keep taking decongestants (as directed),
eat plenty, and
sleep as much as possible.

If you follow all these steps, every day, you may feel better within a few years. I'll send you the bill then.

Sorry, but you just have to let it run its course.
Put some vaseline on your lips to help them from drying out.
Drink lots of water to loosen the secretions.
Take alot of rest; nap sitting up if it helps.
