Virtual Villagers (game)?

How do I open the last puzzle...that looks like a treasure chest?

You have to move a master builder to the area of the treasure chest, it's just south of the food cart. You may have to drop the builder several times before he finds it. I believe you have to have all 3 levels in construction and science first, though.
