Check on info for Torrents in http://en.wikipedia.org
A torrent is a pointer file that stores the info of the parts of video/files present in different computers. You need to use a Torrent client to download the video. Use utorrent or bitcomet.Google it.
Now add the torrent to the client and it will start downloading.

What is the file extension and how big is the file? If it's a *.rar file you'll need a decompression program (WinRaR, 7Zip) to extract the video file.
If you have a *.torrent file, all you've done is download the torrent (the pointer to where the file actually is) and not the video file. You'll need a torrent application (Google - I use Linux, can't help with Windows apps.) to download the video file.
