It's a scam, and it may even be a man or small group of people sending these letters. I have friends in Russia, and they tell me that no respectable Russian woman will ever ask for money in such circumstances. When someone asks for money for visas, tickets, travel, medical treatment etc. IT'S A SCAM! Just never send money.
