First, start by making a daily chore list and a weekly chore list. Post it on the back of your door. It should include things like "pick up clothes, do laundry, vacuum the floor, dust, etc"
After you have that done, go to a dollar store or whatnot and buy about 10 big bins. Label each of them as follows:
"homework to do" "homework that is done" "stuff that belongs in the bathroom" "stuff that belongs in the kitchen" "stuff that belongs in the living room" "stuff that goes anywhere but here", etc
Everyday when you come home from school, take your homework out of your bag and put it in the appropriate bin. You will never lose it, or forget to do it again! At the end of each evening, take the things that managed to "migrate" into your room and put it in the appropriate bin. Once a week, go around the house and empty the bins.
As for drawers in your room, they are always the devil! It is so easy to throw thinsg in them! Give each drawer a label with one labelled "junk drawer". Each thing in your room should now have a specific place. Once a month clean out your junk drawer and you will never have to worry about random clutter agian!
I hope this helps a bit! I had to keep my room clean for 4 months so I could get it painted (tough for me!) and I managed to do it using this strategy.

The trick to being organized is to have lots of spaces to put things.
Go to a store like The Container Store or Ikea, and get lots of interlocking storage bins that can hold your stuff and that fit in your room. Also, pick bins that you can easily fill; you won't want to put your stuff away if it takes an hour.
Next, make a list of things that need to be organized (such as "school supplies" or "clothes") and designate one bin to each. Put a piece of masking tape with the name of the items that the bin is for on the front, and fill the bin in a neat way with these items. If it helps, you can even get drawer organizers.
After that, move on to clothes. Have three medium sized hampers in your room: darks, lights, and whites. Label each one. When you wear clothes, determine where they go and put them in that hamper. Then, pick a wash day (Sunday is good) and do your laundry, one bin at a time, on that day. If you don't know how to wash clothes, ask a parent to teach you.
As for things like smelly sweaters and shoes, sports gear, weights, your backpack, etc., just get:
-a shoe organizer for your closet
-a bin for sports gear
-a place for your backpacks and sweaters, like some hooks, maybe.
Though it may seem like I'm telling you to buy a lot, it's worth it in the long run. And, for your family's sake, please put your gym clothes in the hamper IMMEADIATELY!!
