I understand puberty of boys can even start after 17 years.....are you getting good erection and able to masturbate? Are you getting semen? If it is 'yes' to all this question, you need not worry about pubic hair growth. Is 4 inches when you get erection?
I need more information to guide you...

Some people are what they call "late bloomers." This could be your case. There are many people who don't grow at all until they are 17-18 and then they have major growth spurts and end up being taller than everyone else. If you feel as if something is wrong, or by the time you are 17-18, you still have gone no where in puberty, you should probably go to the doctor. But once again, you could just be a late bloomer. Ask your dad if the same happened to him when he was growing up. Some things like late growth spurts run in the family genes.

Well if you have a little hair then it is coming. Like another said you are just a late bloomer. It's not all that uncommon. I don't think the penis size will change. It won't grow or shrink from masturbation.

I hit puberty starting around 14 I think. It's been a while now so I'm not sure. Think of it as a blessing if you don't get facial hair;)

In length or diameter? (just joking!)

Relax, things do change as we get older. Every male goes through a time when they think they are smaller than everyone else, but it is usually not the case. Ads on TV, radio, Internet and email even push this feeling of inadequacy. That's how they make money off of people through psychological operations.

Give time a chance to catch up and also try to not just use only one "tool" in your toolbox. When you are ready to be with the right person, use all of your tools and talents, not just the one.

Update: I bet those "thumbs downs" were from people even smaller and who roll over to go to sleep after, instead of appreciating your woman. I don't recommend pre-marital sex, but it appears that some people pretend it never happens. You can ignore the issue, or you can address it. I am not here to preach about what two people do in private.

The bottom line is, "are two people happy?". That is all that matters. Talk and make things better for both people, which is what was implied earlier. One tool in the toolbox doesn't always fix every problem in the house. Since this rule is true in the rest of the house, I think it also applies in the bedroom.

Also, PLEASE, use at least 2 forms of birth control. If this is offensive to you then too bad, so sad! I wasn't raised Catholic, and worst yet, I am a Republican!!! :-)

Young man, don't worry about it. Yes its important, its not really how big it is but how you use it. Your partner should love your first with your clothes on, Everything else comes later. The young ladies are very intelligent Of course see your doctor if you want to. Just be a man son....live life.

do not worry about it. everyone goes through puberty differently. don't worry about your penis size. you are average in that area. you also have about 4 more years for it to grow too so i am sure it will. you will get armpit and more facial hair soon. don't worry about it. don't feel left out. people who are further along than you are early bloomers. it is ok no matter when or how you go through puberty. just take it as it comes. there is nothing you can do to change it. remember, you are normal. hope this helps. good luck.

My friend:

Don't worry. You're ok. Everybody develops at a different rate. We all are worried about our penis size. Yours will grow at its proper time.

Body development is a process that happens slowly and according to its own rules. So, the answer is "yes", it is going to change! One day you will wake up to seeing more body changes, even some you are not concerned about.

Take care. Talk to somebody who will help you and clarify dudes for you. Bye, Eddie

Dont listen to anyone on here. You are going to be fine. Many people worry about these kinda things that don't have to. You will grow, you just are a little slower then most people. Anyway, best of luck to you. Katherine

Time will fix all. Penis size is only important to those that haven't a clue as to what is normal. You are normal so be happy.

IN a few months, you will have more body hair than you know what to do with. Along with that, your 'stuff' will start to grow as well. Guys need to remember it's not all about size, technique is KEY here.
Good Luck!
