Becaue you believe it does, and many people all over the world believe it does.
Consciousness affects your perception of random occurences, causing you to evalutate them as favorable or unfavorable. And this is all that "luck' is, attention to random events with favorable or unfavorable evalutaions attached. So if you pay attention to the phases of the moon, expecting your luck to change with the moon, your consciousness changes and your luck changes also. All the more so if many people believe this at the same time.

Astronomy is the science of the nature and motions of celestial objects.
