why is th recording with my TV TUner quality bad?

If watching TV through the same tuner looks OK, but recordings look bad, then you have set up your recording quality too low.
Check your recorder's menu (or remote) and use a better recording quality.

Does the on-screen picture look OK? If so, you probably have either a poor connection to the DVR, or an impedance mismatched cable.

If the TV picture is poor, then that's the best you can hope for in the recorded version.
