Many, many years ago the first Presidential Fitness program was started by, I think, John F. Kennedy. The question that I need answer to is,
who was appointed to head up this program. It was someone of great noterioty, someone that was already very well known. This person may even been a former Olympic athelete. I am not sure here which is why I am asking. I believe the date was 1964 and was continued for years until they decided that Physical Education at schools was to be an elective sport. However, I need to lknow who started this program. I know that Arnold Swartsnegger? was once appointed to this position. I think maybe even Chuck Norris was also chosen. But I want to know who started up the program in the begginning.

President Kennedy was assassinated in Nov.1963.
President Eisenhower started the first President's Council on Youth Fitness. Vice President Richard Nixon was the chairman when it was created in 1956.
When Kennedy took office (after stealing the election from Nixon) he changed the name of it to the President's Council on Physical Fitness. After Johnson took over, he changed the name to President's Council on Physical Fitness and Sports. He named Stan Musial to the Chairmanship. Stan Musial was a famous baseball player.

The President's Council on Physical Fitness and Sports is an advisory committee of volunteer citizens who advise the President through the Secretary of Health and Human Services about physical activity, fitness, and sports in America. Through its programs and partnerships with the public, private and non-profit sectors, the Council serves as a catalyst to promote health, physical activity, fitness, and enjoyment for people of all ages, backgrounds and abilities through participation in physical activity and sports. The twenty Council members are appointed and serve at the pleasure of the President.

On July 16, 1956, President Eisenhower established the President’s Council on Youth Fitness (Executive Order 10673); in the same Executive Order, the president called for creation of a Citizens Advisory Committee on the Fitness of American Youth. The council was chaired initially by Vice President Richard Nixon.

As the Cabinet-level members of the Council and Citizens Advisory Committee continued to define and refine their roles and responsibilities during the early years, Interior Secretary Fred A. Seaton, was made chairman of the council in 1958.

Shortly before he took office, President-elect John F. Kennedy identified physical fitness as a defining principle of his administration.
President Kennedy outlined four points as the basis of his physical fitness program: a White House Committee on Health and Fitness; direct oversight of the initiative by the Department of Health, Education and Welfare; an annual Youth Fitness Conference to be attended by state gov­ernors; and an unambiguous assertion that physical fitness was the business of the federal government.
President Kennedy selected Charles (“Bud”) Wilkinson, athletic director and football coach at the University of Oklahoma, as the first Physical Fitness Consultant to the President.

I believe it was Pierre Sallinger in charge of that. It'd never happen today, because Pierre was anything but physically fit, but he was a loyal party man, and served his president any way he was told!
