the acquisition of kecleon has no bearing on the evolution of eevee.

and believe it or not, eevee has better stats than all of its evolutions - because the evolutions are typical dungeon residents.

good luck getting kecleon, without a friendbow, you need to be at or above level 90 to get them. they also move at at least double speed.
