First off- there is a difference between really liking someone and being in love with them. Don't get caught up in the confusion. Take a moment and breathe. See the trees, watch the clouds, and think about what you really want. It's easy to kid yourself into thinking you really love them, or exaggerating something that was already there.
I've been in your situation before, and it is tough. If you think you should tell him how you feel about him, don't do it in a rushed or random sort of way. That scares him off, quickly. Do it face to face, in a relaxed enviornment. Make it clear beforehand that you need to talk to him about something important. Then just let it out, and keep him calm. Gushing is bad, so take it easy, and think it through.
As for valentines day- well, that was overdone by hallmark, designed to pressure people in relationships and make people who aren't in them feel like crap. Ignore it. Better yet, wear black and openly oppose it.

Frankly your lovely lips & a affectionate v-day smile from your heart. Be frank & sincere in relationship.

Next time you see him give him a kiss and say that you like him. Then say sorry you souldn't have kissed him, but then kiss him again right that time. Then ask him "Would you be my valentine?"
