Adults refer to that as cocktail attire. It's nice but not formal. Think girls in party dresses, sundresses etc. Boys in slacks and a button down, maybe a jacket and tie.
I will say though, for a Rock n' Roll themed party, jeans would seem appropriate. In Los Angeles, a nice pair of dark designer jeans is pretty standard fare for even some of the fancier clubs and restaurants for both men and women.

well if you like prom formal, have a prom theme. than you can get a prom formal party. any you could be the princess. put on the invatation to dress like the olden days. be proper, elegant. have a nice party.loveya, bye

well, tell people to dree to impress and try finding a local band to come and play! put up rock decor and look for things at a party store that would go with your theme...

How about-- You can imagine how important this is to me and I would like it to be memorable for you too. For that reason I am asking for no shorts, cut-off's or jeans. But lets not go wild and wear fuu fuu dresses either, after all we do want to have fun. Thanks.

I would call it business casual...but for a teen thing, I would call it perhaps "social attire requested". or "semi-formal attire requested" The latter should get dresses and slacks/coats for guys.

Have the invitation be plaid with guitars on it. Tell your guests to wear a nice layered shirt with gauchos and high heels. I hope i answered your question.

on the invite u should put like *YOUR NAME*'s ROCK & ROLL SWEET 16. (with a guitar etc) and then put cocktail attire. it means like slinky black dresses, strappy heels and stuff like that. xoxox
