I can say that this is a question, but I cannot say that it is proper one that I can say only when I volunteer my assumption, assuming that the object of the question is the question itself. For your question to be recognised as complete and proper question you are at the mercy of the one who is interpreting its meaningfulness. In general sense, therefore, this is question but not the one that could earn you a direct and objective answer. For example, if this question were found written on the front cover of a book then it might have commonly been understood that the subject of the question is the contents of the book written on the pages inside, and it could also have meant does something looking like a book is what a question is in this world. And as your question is written on the screen of my monitor I could also assume you asking: is my monitor screen a question? Or even is the computer a question? Due to these multiplicity of possible meaningfulness imbedded in the deep structure, your question is an ambiguous one, open to many interpretations, which does not constitute a good or serious inquiry.

Yes if you mean it to be and so ask with the intent to solicit an answer if someone answers you you have asked a question. or you could be holding a banner with your written question on it which we can't see of course and ask is this a question and those who can see you would say yes provided the written work was of grammatical correctness. My grammar isn't that great as you can see.
