It doesn't. All 50 states have defined for themselves (in their own constitutions) at what age a person is considered a minor.

1. The right of citizens of the United States, who are eighteen years of age or older, to vote shall not be denied or abridged by the United States or by any State on account of age.

2. The Congress shall have power to enforce this article by appropriate legislation.

I can't find any other reference to voting age.

Nowhere. It's a state issue as confirmed by the 10th Amendment.

The only thing the 26th Amendment does is prevent states from having a higher voting age than 18. States of course are free to set a voting age as low as they wish.

that is a question which has been left to the states to decide for themselves.
