Too many people go through life looking for someone to blame for their own unhappiness or for the problems in the world instead of looking within themselves to find happiness and looking at themselves and asking, "How can I help make the world a better place?"
Admittedly, though, the government doesn't contribute much good, either. :)

Frustration doesn't always have to be productive. Perhaps they feel things have gotten so bad, so far out of control, that it's beyond repair, especially by the layman. The first step it acknowledging things are unfavorable, but it takes another level of analysis to understand what needs to be done and what will actually work on a grander scale. Most people are not capable of providing real contributions.

When things go wrong, it easier to blame the boss than it is to try and do something about the problem. So, due to sad economic times, people loosing jobs daily, and people generally feeling helpless to help themselves, the government is an easy target for people to air their grievences to.

IT's not that people can't contribute or don't have anything to contribute its that most of what people want or protest is ignored by are goverment, are president and are congress. regardless of party, they stick to the simple issues and ignore those that are split.
