Was told the wastegate was bad and that there was a way to get around using it. Was told that I could basically "unhook" the turbo, is this possible and how do you do it?

I owned a 1989 Lebaron turbo - I wouldn't unhook the turbo if I were you - the car just will not run or perform well at all. There is lots of these vehicles in salvage yards due to weak head gaskets the factory put in them and the cost to repair that failure (cylinder head, etc) that's how I came to own one -- check your local salvage yard, I'll bet they have a Lebaron turbo there, probably many that would have a working wastegate you could purchase for much less than the price of a new one.

if the wastegate is bad, stuck shut (over boosting) follow the wastegate arm and disconnect it from the turbo leave that disconnected.
If the wastegate is stuck open (no boost) your turbo is not going to effect the engine.

Wastegate actuators are cheap and are available used.
Over all it should not effect the way the car runs it will just be weaker.

i own a shop,and you can do this ,by disconnecting the linkage for it,but its bad for the engine to do this,but it will by pass it,but the car isn't going to run well at all,i don't recommend doing this though,id fix the gate rather than do this,good luck,i hope this help,s.
