No, you do not need to finish high school to go to a college, but if you do not finish high school and want to go to college you will need to get a G.E.D.
A G.E.D. is a General Educational Development Test, you can learn more about that here http://en.wikipedia.org/wiki/GED . Basically it is a test that says, hey this guy/gal has a basic understanding of what kids in high school do.
You can usually get a G.E.D. by taking courses and passing an exam at your local community college. I believe these courses are free or at least fairly inexpensive. Every town in the United States belongs to a county, and every county has a community college (also known as a junior college or 2-year college because the idea is you go there for 2 years and then transfer to a 4-year college --most college degrees take 4 years to complete)- so just look online or ask around.
However, if you do not finish high school, you will likely have to start college at a Community College, and then once you get your grades up, or prove you can 'do college', you can always transfer to another college. (A community college is a 2 year public institution)
If you do not finish High School and want to go to college, be ready and willing to ask lots of questions and figure things out for yourself. I am not sure if your grades are good now or not or if this is why you are asking or not, do keep in mind if you do not finish High School and your grades are suffering should you drop out, you may need to take catch up classes in college to get up to the level of program. Community colleges have a lot of free resources (free tutors, math labs, writing labs all free to help you if you want it, it's up to you) Learning to study might be hard and take a lot of time at first, but if you want it, and you believe it, you can do it - high school diploma or not.
Side note:
A little known fact is that you can even transfer to Harvard University from a community college so long as you take the classes Harvard would like you to take and your grades are up, in activities, and of course, the Admissions Committee at Harvard accepts you. Yes, this can happen even if you don't finish High School, but you will have to work extra hard to prove yourself and your abilities to do this. To transfer it is advised that you plan early and talk to the colleges you are looking to transfer to early so you can plan your college courses at a community college in a way that will be attractive and easily transfer to a new college.

You can get into college with just a GED and your ACT or SAT scores, but you will probably not get into the good schools. It is usually preferred that you have a diploma. It shows that you take school seriously and finish what you start. GEDs are much more acceptable for people who are older and have been out of school for a long time. If you are 18 and trying to get in with a GED, you may not be accepted.

Many colleges have dual enrollment, which means as a jr and sr in high school you can also take certain classes at the college. At some point the college does expect you to have either a high school diploma or a GED, plus you'll have to take whatever college entrance exam they require, such as the SAT.
If you are asking if you can just drop out of high school and start college, no, you can't.

No, but it does help you can take your GED, then take the SAT's as long as you do well on the SATs you will have a good shot at schools, if not you will have to start at community college than transfer, but do not be talked into finishing community college, after your first semester try to transfer, so try hard and you will be fine,
