This is done, ususally through city councils and business people within a community by way of this new development in urban planning where they use the "emminent domain" allowances under the law to move people from areas that they (the business and city government people (who are usually all up in the business community's pocketbook anyway) want to "develop" for the "economic good" of the community ---- usually they already have a "deal" setting in the wings with Walmart for the property !!
