I would not use bleach. The smell will take a long time to dissipate and the bleach will discolor the wood causing the retail value of the house to be lower at sale time. Bleach can be used on the concrete surfaces, but its unadvisable to use it on the wood.
Use steam to remove the mold. You can rent a steam jenny to do the job or hire one to do it. One swipe with a stream of steam and its gone from the joists, including the discoloration.
Remember also, if you are going to claim insurance on Mold damage your house will go into a National Registry and be listed as once having mold. So be careful on this matter as it devalues your property greatly.

A solution of bleach and water sprayed on the joists will kill the mold.
However it will just come back again unless the moisture problem is fixed. If you have a dirt floor place heavy poly
vapor barrier on the floor. If everything is concrete, waterproof
with paint or cement product. More ventilation might help. If you have water infiltrating the concrete, find the source and fix it.

first lets look at the problem. what causes it. is there any vents. if not make some. other wise it will come back.
use bleach and vinager in a 2 gal. sprayer. make sure it has a metal pole 2 feet long attached to the sprayer rubber line. cover areas needed to be protected with drops,or blankets.
NEXT AND IMPORTANT. make sure you are covered completly from head to toe. use a mask not a paper one, but the rubber one. filterd mask. an other tip is to rubb valsolin on your face use glove also. and when you start just keep moving with one single stroke. then get the hell out of there. remove all clouthing and take a shower..
easier way is to call a painter.

mix bleach and water in a good spray bottle or pump sprayer just wear gloves and eye protection, spray the mold the bleach does the rest

Scrubbing and a strong solution of bleach and water.
If your basement has high humidity, check for leaks from plumbing or from exterior. If necessary, install a de-humidifier.
