First the documents were confidential not secret.

Next he removed copies of the documents not the original.

I'm not sure you have ever been to a National Archive or understand the procedures of research.

A CRS assistant is assigned to you they acquire documents sign a chain of custody then return them. The person can not copy anything the research assistant does all the copying.

So something is suspicious about this but is is not a World changing event.

Let's move on to those 15 billion dollars that can not be accounted for.

Nope, the evidence was shredded and "Burglar" received and mild slap on the wrist as punishment for his criminal activity.
