Acids will etch the concrete and acids will not act on paint.

You need a solvent such as methylene cloride to disolve paints. Do not use solvents in this case as it will cause the paint to come into solution and leach down into the concrete or bleed down and create a larger spot.

You can use Caustic Soda which is readily available in a spray can from the grocery store, often called Oven Cleaner. Dollar stores sells the stuff for around a $1 a spray can.

First take a scraper to the paint spot and carefully work as much off of the paint without gouging into the concrete. Then spray with the Oven off. Give it several spray coats, waiting about 15 minutes between each. This will DEGRADE the paint, It will not leach downward . After you have degreaded it Hose it off with a water hose. It should be pretty much gone at this point. I dont like advising using any wire brush on concrete as once brushed the concrete becomes unsightly in the brushed area.

What kind of paint? Latex based paint comes up with a hard bristled scrub brush and some acetone without harming concrete. If Its oil based then you can use a thinner of some kind like Mineral Spirits, but it will take alot more elbow grease then the latex paint. Good Luck.

Paint remover for the type of paint, hose or power wash. Last resort, rent a sand blaster.
