It means the other team has another foul they can use before entering the penalty, whereby the fouled team would then get to shoot two free throws for every foul committed against them.
Usually, you hear this and the end of games or halves because one team can foul the other without sending them to the free throw line. For instance one team may allow the other to throw the ball inbounds with like 5 seconds left on the game clock then fouling them before they can shoot, since they have a "foul to give". This way they will have to inbound the ball again, but with less time to get a shot off.

When the team is in the penalty, once a non-shooting foul occurs, the opposing team goes to the free throw line. so if you have one foul to give, you still have one more foul until the team you fouled goes to the free throwl ine.

i'll give u an example. Say u hav a foul to give (obviously). Now, normally u only get to shoot free-throws when they foul u while going up for the shot. But if u hav a foul to give and u foul the ball-handler at any time when he isnt shooting (he can still be shooting for free throws, but this just an example) then he will get to shoot what is called one and one. That simply means that if he makes the first one he gets to shoot another. But if he misses the first one anyone can go in for the rebound. If they get past another limit (im not sure wut it is) they always get to shoot two.
So to sum this up I would just say that u only hav a given amount of fouls to give before the other team gets to start shooting free throws regardless of the foul. The amount of fouls u can give starts over at the beginning of each half (well, it really only starts over at the beginning of the second half, but u get the point). each team gets five team fouls before they get free throws after a foul. if the ref says a team has 1 foul to give it meens they have 4 team fouls. so 1 more foul and the other team will be shooting free throws
