This may sound stupid but what is a governor. And what does it do.

Actually a governer controls engine RPM. The top speed limits we have on our vehicles here in the US are controled electronically. A governer on lets say a diesel limits the fuel avaiability when it reaches a preset RPM. These devices are mecahnical and have a direct connection to engine RPM's since they are turned by the engine.

A speed governor.... limits your car to a certain speed. All American cars are speed goverened by the computer to around 100mph..... sports cars like 115-125 mph.
