Can't go wrong with Valentine candy and little novelty items in the Valentine section of the store. Kids love it, it's extremely affordable, and why shell out a bunch of money on a "gift" when that's not what valentines day is all about anyway?

It depends on that person's relationship with you. If he/she is a good close friend, you know what they like--get something inexpensive based on that TV show, movie, or singer.
If you wish to give a gift to someone you don't know well but wish to know better--find out what they are into. Are they into fitness and sports? A sweatband and matching wristbands might be appropriate. Are they into music? When I was that age, I would have loved a small collection of colorful guitar picks (come to think of it, that wouldn't be a bad gift for me today!).
Getting them something that goes along with their interests will show you care and are creative in coming up with a gift.
The finishing touch would be a card you created.
