Not certain, but if the water level is low then that would affect whether or not warm air or cold air comes through the vents. Daft as it may sound, it is true.

If you mean that the heater only switches on intermittently, then it is probably a dodgy electrical connection. Tracing wires back should find the fault

First of all, what is a Ford Concord? I'm assuming you are referring to a Ford CONTOUR, is that correct? Secondly, what is the exact nature of the problem you describe? Do you mean the heater BLOWER FAN works erratically? If that is the problem you describe, it is more than likely caused by a loose, or burned out wiring connection to the main fuse junction panel, under the instrument panel on the driver's side. This is actually a very common problem on these cars, again if it is a Contour. Repairing it shouldn't be too expensive.

whats wrong the fan only blows when it wants or hot air only comes out when it wants to if the fan blows then you need to check the coolant in your car to see if it is full if it isn't full you won't be getting any of the hot water into your heater core which inturn would make your heater blow cold air. Need more info to help

Either you have a blocked radiator core or your switching is faulty
