If you just want to release an album, then do it as a band member if you can't sing. Either learn how to play something, or use something that you already know how to play and get some talented friends and start a band. Play at local shows. Send a buttload of demo tapes. It will happen eventually if you really want it bad enough. =)

You can do a few things:
Sing it yourself and just say screw it - I like it.
Get someone else to sing it for you.
Sing it but use the mixer to master your voice lower, or maybe add a chorus effect which doubles the sound of your voice.
I'm not a great singer but I'm releasing my album with me singing all the songs except two - where I got female singers to do the work.

You can become a new kind of singer "the only totally off-key singer in the world". You'll be famous, 'cause you'll be different and original.
You should present these ideas to a record company, and see if they can release you an album, if they dont...well... hell with them..you record your songs by yourself, take a radio station in hostage, and play your songs to the world...

Go into the studio and record an album. There's lots of tricks they can do to make you sound competent. Then when you get something that's passable you go on tour and lip synch. That's what alot of these "singers" like Britney and these Simpson chicks do.

Find your self some one who is good at :tweaking" the sound. In the industry today you don't have to sing well, just look good on camera.
