yes ya have to buy the whole rebuild for the insides of the toilet. just had to buy 2 for my home. its very easy simple tools needed they come adjusted. buy the fluidmaster. they last about 5 years. a plumbers wants about 300 to change 2 out i done both in about a hour. it was easy

I'm thinking you might have too much slack in th chain that goes from the handle to the flap. The chain should pull it up enough out of the flow of water going down so it will float by itself without you holding it. You need a bit of slack but not much, try adjusting the chain.
