I moved in a rented home,which was through the homeowner.I was behind two months,and had to move out.Went to court, judgement was for the homeowner.Now my wages were garnished,2wks ago.I didn"t recieve a notice from the courts stating that these proceeding were even about to start! Am I supposed to get some kind of notification before these procedings start?

No...they need a judgement from the courts first. Then everything fair game after that.

In Indiana you would have to receive "Notice" of the proceedings. I'm sure your state would have a similar requirement. You can contest the matter, probably easiest done with an attorney. There will be some legal hoops you have to jump through to 'prove' that you didn't receive proper notice. Seems to me that even if you could prove that you didn't receive notice, you would still end up with a trial on the merits and probably have a Judgment entered against you anyway (you even say here you were behind in the rent).

Perhaps your best and most cost effective move now would be to hire an attorney and claim that you didn't have proper notice. While the two attorneys were hashing out that problem, your attorney could negotiate a lower amount for you to pay and get rid of the judgment on your record.

I think in the end you would be ahead cost wise and you wouldn't have a judgment on your record and no garnishment.
