Anyone can be an expert witness.

However, witnesses are subject to cross examination. So, unless the witness actually has some credentials in the field, most lawyers won't take a chance on putting them on the stand.

For example, SPLATT claims expertise in seismology, vulcanology and tectonics. Unfortunately, I don't have any training in these fields, so no lawyer will call me as an expert witness.
