Okay well since I am a 15 year old girl and I am in the same situation then you could always just buy her a box of chocolates! But that would be the easy way out wouldn't it?? What are some of her favorite things? Maybe she is really into music or movies??? You could buy her one of her favorite movies, or buy her a gift card to the movie theater. And, you say that earrings are over the top, well every girl loves jewelry, trust me! Try buying her a cute necklace, maybe one with a heart shaped pendant, so that she always remembers that you bought it for her on Valentines Day! You can find those for cheap at Claires or The Icing, at your local mall! Or buy her a gift card for one of those stores! She will love you for it!
The only thing that would make my answer different is if you like her in more than a friends kinda way! Then I would say buy her two tickets to a new movie and take her on a little date, it will be subtle and you will get to know each other oh so much better. You could also take her to dinner, girls love that!

Since your only Fifteen . Go to wlamart and buy her a teddy bear there like $10 and some baloons. If you still want to get the chocloates you can or a card or both. Earrings is not a bad idea as long as they are nice. Follow your heart im pretty sure she will enjoys anything you give her. Happy Valentine Day and Good Luck

It's not about how much money you spend it's about the thought and effort that's gone into the idea.
Maybe you could make her a CD of all yours and hers fave songs (and do some cute artwork for the cover).
Maybe you frame a picture of the 2 of you (probably not your idea of a good gift but as a 15 yr old girl I loved photos of my friends and people I cared about). If you are feeling creative you could do a bit of a collage.....
You could also send her some flowers to her home, flowers are always good for girls of any age from your girlfriend to your nan!

For 15yo...
a card is a must otherwise they will stone you to death...
a couple of 2-4 roses bunched up together (make sure you can give it to her at the end of the day, give it to her in hand at her house or small enough so she can carry it.
