Well I assume by "lap" and "bed" and "chair" you are referring to a laptop and not a desktop.
There are two major risk factors:
Damaged by moving. Simply you may drop it, or knock it against something which may damage the system internally.
However the more common risk is overheating. Most laptops cool at the back and bottom of the device, and by leaving the laptop on a bed or lap restricts the air flow resulting in the laptop overheating over a long period of use.
Generally though there should be no harm in using the device where ever you want. Preferably though a table.

There are a few laptop computers which have the ventilation fans on the bottom. You do not want these blocked by bedspreads, clothes, etc.
Also, some laptops get quite hot on the bottom and could possible leave you a little owie.
Go get a flat surface, like a mini whiteboard or something, then you got a little "table" surface and no worries.

most of the laptop computers have part of the vent system on the bottom of it, so check out if there is a vent in yours, and try not to block it.
It is a good idea not to leave the computer working for hours on a surface that blocks the ventilation, for sure that would harm internal parts because the temp will rise quickly.

I use mine all the time like this.
thats why its called a laptop and thats why you got wireless to make life easy and to make computing totally portable..
BUT and its an important BUT...
put a little board like a veggie chopping board under it then when you are in bed or its on your lap it will stay level and wont over heat.. and it wont cook you either because they generate a lot of warmth.. the board will then absorb it.. and not your legs... and the laptop wont overheat either...

It is bad to place a laptop on surface where it can not get proper ventilation, such as on a couch, sheets, carpet. You should keep it on a hard flat surface like a table top or desk.

No it is not bad. As long as the computer is on a reletivaly flat surface. (no more then 30-40 degrees)

It's not bad for the computer. That's why it's called a laptop. It wireless so you can take it with you any where. If it was bad then a lot of people would be really mad.

if you are a guy it is bad for you. A study showed thast it lowered the spem count. It is risky since it can be dropped easily.
