think of them this way, if your a smoker, and with the smoking ban and that, its not very comfortable smoking a cigarette with gloves on but atleast with fingerless gloves, when you have to go outside to smoke, it will be more comfortable lighting and smoking a cigarette and your hands are warm too!!!

Fingerless gloves aren't meant to keep the fingers warm. Regular gloves are for that. If anything, fingerless gloves CAN keep the meaty part of the hand and the knuckles warm but are mainly worn to protect the hands from things like blisters (carpenters who spend all day swinging a hammer might wear them..) A side effect of this function is that the grip is also improved (weightlifters)-because the hands are protected, you can grab things tighter or grab things that you otherwise wouldn't be able to because your hands are protected by the gloves.
Bikers wear a gel palm padded version of fingerless gloves to minimize the "buzz-fatigue" effect of engine vibrations through handlebars over many hours.

So long as your wrists & palms are warm, your fingers will be also. I prefer fingerless gloves because I like to feel with my skin rather than through fabric.
The same principle applies when you wish to cool the fingers (as for pastry making); you cool your fingers by running cold water over the inner wrist.

So you can keep most part of your hands protected from the cold and wind and still use your fingers if you are working eg. in an outdoor market or getting money out of your purse without having to take your gloves off.

Actually they are to protect the palm of the hands from repetitive strain injury. Bikers and mechanics often wear them. Snipers sometimes cut the trigger finger out of their regular gloves.

I know when I was a carhop at Sonic I wore gloves that had the finger tips gone, way easier for exchanging money, etc.
