How do i fix this problem with a '93 Transport?

Question

I have a 1993 Pontiac Transport van, and I can't get the gas thing off. On the side of my seat there is a lever to open up the gas latch (so that no one can syphon). However, everytime i pull the lever, it won't even move. Any suggestions as to how i can fix it as soon as possible without going to a mechanic? I looked at the manual, and it doesn't offer any suggestions. I just want to put some damn gas into it haha

there should be another manuel releace check inside the car on the opisate side of thefuel door
