The weather conditions that a high pressure has is generally 'fair' weather. Meaning no precipitation with a clear or partly cloudy sky. Low pressure generally is associated with inclement weather. Either system can produce bothersome wind.

Good question. A high pressure area is associated with subsiding or sinking air. This dries the air so there are fewer clouds. A low pressure area is associated with rising air, clouds that form due to condensation and the release of latent heat of condensation. Low pressure areas are wave along frontal surfaces, i.e. along those boundaries between cold, dry air and warm, moist air.

High pressure is basically downward vertical motion and is generally associated with fair weather. Low pressure is upward vertical motion and is generally associated with fowl weather.
