Business is about 2 things: Getting customers and supplying something those customers value enough to pay an amount for that lets you earn a profit. Everything else is secondary.
Things that are secondary are still important like proper licensing, taxes, cash flow and so forth.
FInd out if there are people who will hire you as an electrical contractor. If they will can you do the job they want done? If yes to these two questions, make the business arrangements to be in business.

First, as I'm sure you know if your an electrician, you must have your Master Electrician license.
Then file with the state you do business in to become a registered company. Many times the forms are on-line. I would recommend an S-corp or a LLC depending on your state. You may need help to complete this.
Next file your newly formed company with the IRS so you can get your tax ID #
Then get insurance-General Liability, Commercial Auto?, and Workers' Comp if you have any employees.

I assume that you are a licensed electrician.
You will need to contact your State Secretary in order to register your business name (which can be your name). You will need Worker's Comp (or an exemption) and liability insurance.
After you are legal to operate, get the yellow pages out and call construction companies to find leads on work. Property Management companies are also a good route for leads.

You will need to get a contractor's license and a business license then advertise yourself. My husband used to be a contractor and he got a lot of business through flyers, magazine ads and making his own website with info about his work.
I work for a magazine and I see a lot of business success from good advertising.

contact your local government...county and see what the requirements are to get a business license then get some business cards printed up and start handing them out.
