Sure, It's the guy who would bring a bottle of fresh milk and take your empty bottle. This was before supermarkets were mainstream. I think I've also heard the term as a reference for a "visiting guy" who your wife may be cheating with, in a similar sense to "the pool boy" or "the gardener."
