What are the species and sizes, and what is your general location?

In the US, it is illegal to sell turtles or tortoises under 4" long except under certain conditions. You can trade them between breeders, or sell them for legitimate display, education, or scientific purposes. Similar laws exist in other places as well.

eBay and other places do not allow the sales of live animals.

http://www.turtleforum.com offers a classified section you can list at, and of course, you can try local pet shops.

Get in touch with a reptile expert. They'll help you. You need to get them a licence to say that they are captive bred but I don't know how you go about this (sorry for mentioning that if you have already got their licences) . Going through a reptile expert you'll know that they go to good homes and not inexperianced homes. There are also plenty of tortoise sites that can help you.

I'm guessing you could try your local pet shops or newspapers. Even advertise in shop windows? But rememember not many people will buy a tortoise without their papers so make sure you have those.

What state are you in?

Try craigslist or your local paper.

I bought a tortoise from a guy on the side of the road...he was really busy too.

Good luck.
