brake shoe thicnkness is typically measured in n/32 in your case this would be 3/32 which is minimal shoe thinkness in CO and NE for stafety.

It means your mechanic is an idiot and is making up stuff. When I get my hair cut I have the barber use a "3", when I see a gal at the bar and she's a "3". that's not good. When I ask how many wheels are still on my car and the answer is "3", I know that's better than "2". This clarity does not carry over to this situation.
If he said "On a scale of 1 - 10, 10 being the best, you're at a 3", that might make some sense that anyone could understand - ratios, percentages, All OK. But you're not getting a haircut or trying to pick up the ladies, so it just doesn't apply.
It doesn't sound like they are in terrible shape if the indicator isn't squealing yet, so I think you could wait a while before getting them changed.
You could probably wait "3"...

I'm just guessing but it sounds like he was using the 1 - 10 scale. Since your's are a 3 it probably means you have some good useable brake pad left. Since your going to have them replaced in a few weeks i'd say you have nothing to worry about. As long as you're not hearing metal to metal grinding when you stop you should be fine.

I'm not absolutely sure, but if I were to hazard a guess, I'd say
On a scale form 1 to 10, 1 being worn out, and 10 being new, you've got about 30 percent of your brake pad left.

why didn't you ask the mechanic what he meant by that. I could just be shop jargon for their rating system. At any rate a 3 is either almost gone or not bad at all. No matter - if you drive 10 miles a day you should be fine for at least 1,000 miles no matter which end of the spectrum he was referring to

I'd say you probably have about 1/4 of your pad left which would several thousand miles left on them, but to be sure go ask him what he meant, as this is not normal terminology to rate brakes like that

1-01 scale you have about a 3 rd of the shoe left. If you passed state inspection. I wouldn't wait a year, you have some time.
