It should increase your chances, it shows you want to work for the company, it shows you are adaptable for different jobs, I can't think of a negative.

yes apply to both positions. Chances are that the resumes will go to different people, especially in a large company. Even if the same person gets both resumes, they aren't going to be offended by it. You have to do what is best for you.

With a big corporation - YES! Apply for any and all positions that may be a good fit.
For small companies, its usually not a good idea.

As long as you can do both jobs and they are at a comparable level - I don't think so. When you apply ask if you can be considered for both roles. This way you can interview for both at the same time.
