Having a fever isn't really the same as burning to death, so I don't know if you mean burning as in, just having a fever, or burning as in on a fire. But I'll still say burning is worse, whether by fever or fire. Freezing to death would just cause you to pass out then die, no pain or anything.

Definitely burning to death. If you die of high fever, you'll probably have hallucinations of all kinds and probably none are very nice. If you freeze to death, the cold will make you sleepy and at some point you wont feel the cold anymore and you'll experience an comfortable warmth, even though you are actually cold. You'll fall asleep and die in your sleep.

Cold is the easier way, no question about it. But, imagine what happens in your brain if you're burning in fever to death?! It must be a madhouse - all those burned links...
Still, burning (by fever, of course) to death is far worse, all in all.
