It is because there is no specific university like that. What we have are Colleges of Science and Technology under the University system, like the College of Sciences of UP, Los Baños, the College of Law of the Ateneo de Manila, University, the College of Medicine of the University of Santo Tomas, etc.,etc.

Because there is no accrediting organization in the Philippines. There are many small colleges and universities which teach Science and Technology but they're primarily after the money. The sad thing is that after graduation they have to pass a professional test if they want to practice engineering and year after year the passing rate is around 6-7 %.

because science and technology universities are government funded and most of the time there arent enough funds to improve facilities, give better compensation to instructors etc.
students who want to get a good education would have to enroll in private universities except for University of the Philippines while it is government funded, the school is doing good. but then again the students in UP are mostly from rich families which is ironic because it is supposed to be a school for the bright but underprivileged.
