I currently own land in Opa Locka, Fl. It's in the Miami area. the land is .68 acres.

Contact the city zoning board.

It may only require a hearing and approval from the board.

You may need approval from abutters.

Every city/town has it's own laws and rules regaurding this.

That would depend on how Opa Locka, Florida feels about changing the zoning from light commercial to residential mixed.

You would have to present a plan to the planning and zoning commission in that city. They would look at your plans, see if they are compatible with what they want or desire in that area or even if they want residential in the area because of hazards you might not be aware of.

You might be required to appear before the city council with your plan.

One of the two, the planning and zoning or the city council will make a determination and give you a reason why they allowed it or disallowed it.

The cost factor would be entirely with the city, there could be fees anywhere for a small amount to a few thousands depending on the amount of time and human resources they had or have to put into the project. What ever it is I'll bet it is non-refundable.

It would be pretty expensive. In Indiaan the zoning procedure is pretty long and I have a feeling our costs are lower then yours for attorneys.
